Project to promote the acceptance of 1-year-old children

Service

 This program aims to expand the capacity for 1-year-olds by repurposing surplus childcare workers and space from 0-year-olds to 1-year-olds. To achieve this, it provides subsidies to nurseries that implement this initiative under certain conditions to cover costs related to securing childcare workers and changing the layout of childcare rooms, with a particular focus on increasing the number of children accepted in the 1-year-old class, which currently has a high number of children on the waiting list.

Requirements for receiving subsidies

Please note that you must meet several of the following requirements to be eligible for the subsidy.

(1) There is a child who is 1 year old and whose admission is on hold.

- The condition is that there have been children on the waiting list for 1-year-olds since the initial selection results for admission on April 1st .

(2) Accepting more one-year-olds than the capacity for one-year-olds

- Accepting more one-year-olds than the designated capacity for one-year-olds.
However, for facilities that have exceeded their capacity for 1-year-old children as of April 1st of each of the past three years, the average number of children accepted over the past three years will be considered the standard capacity, and subsidies will be provided if the facility accepts more children than the standard capacity.

(3) Regarding the number of 1-year-old children accepted in excess of the capacity (or standard capacity), the initial grant
Maintain the same number of students accepted in the year following the year in which the decision was made.

This project aims to ensure a stable number of available spots for one-year-olds, a group with a high number of children on the waiting list. The subsidy period is a maximum of two years (until the end of the fiscal year following the year in which the initial grant decision was made). In addition, for the fiscal year following the year in which the initial grant decision was made, it is required that the number of available spots be the same as the number of one-year-olds accepted in the year in which the initial grant decision was made.

(4) Meet the staffing standards for childcare workers and the area standards for childcare rooms.

- Subsidized children must continue to be accepted after April 1st of the following year. To ensure that the increased number of children can be accepted on a continuous basis, not just temporarily, please check that you meet the staffing standards for childcare workers and the size standards for childcare rooms so that you can continue to accept children even after they move up to the next grade.
・For community-based childcare businesses, please confirm that you meet the above criteria so that you can provide continuous care at partner facilities.

(5) Changing the capacity limit

If you become eligible for the subsidy, please change the user capacity by the end of the following fiscal year.
Example: If the facility became eligible for subsidies between fiscal years 2026 and 2027, the user capacity must be changed by April 1, 2028.

*Changes to the capacity will be determined based on the actual number of residents, etc.

Details of the subsidy and payment schedule

(1) Supplementary content

 For each 1-year-old child accepted in excess of the capacity (or standard capacity): 84,000 yen/month

(2) Target period

 A maximum of two years (until the end of the fiscal year following the year in which the initial grant decision was made).


*This applies only if the designated slot for 1-year-old children is maintained for two years.
For example, if the number of one-year-old children accepted in FY2026 was 12, then in FY2027, 12 one-year-old children must also be accepted.

*If you are not accepting additional applications at the time of application, but plan to accept additional applications after this deadline, please submit your application by this deadline.
*Due to budget limitations, if we receive many applications from kindergartens that meet the criteria, we may need to conduct a selection process. In that case, we will contact you again.
