Child allowance is a system that supports the stability of family life and the healthy development of children.
Recipients must use the child allowance in accordance with this purpose.

About the new system (from October 6)

Expanding the age range for benefits

The age range for children eligible for child allowance is now up to high school age.
*High school students (age) = until the end of March in the year they turn 18.

Elimination of income restrictions

Child allowances are paid regardless of the income of the main breadwinner.

Expansion of the third child allowance

The additional payment, which was previously available to those aged 3 to elementary school age, has now been extended to those aged 3 to high school age for the third child and beyond, and the amount of the payment has been increased from 1 yen per month to 5 yen.

In addition, the calculation criteria for the third child surcharge will be changed to include the third or subsequent child, counting from university students (age) whose living expenses are financially supported by the child allowance recipient.

Increase in the number of months for which child allowance is paid

Child allowance payments are now made six times a year: April, June, August, October, December, and February.

Principles for payment of other allowances

  1. This benefit is paid if the child lives in Japan.
  2. If the parents are in the process of divorce and are living separately, priority will be given to the person living with the child.
  3. For children admitted to child welfare institutions, etc., the subsidy will be paid to the operator of the institution.
  4. For civil servants, the allowance is paid by their place of employment.
  5. The benefit will be paid by the city, town, or village where the recipient is registered as a resident (excluding some evacuees from domestic violence, etc.).

Regarding the use of My Number

Information sharing 

Information sharing is a system based on the My Number Act that uses a dedicated network system to exchange information between other cities, wards, towns, and villages. It went into full operation on November 29, 11, and income certificates for applicants and their spouses who moved to Fukuoka City, which were previously required, are no longer required. In addition, from September 13, 30, it is no longer necessary to submit a resident's card for children living outside the city when they were living separately from their children when making new certification applications and various notifications (current status notifications will be available from the 9 fiscal year).

As of July 2, 7, it is no longer necessary to submit a health insurance card when applying for new certification (excluding the National Public Service Mutual Aid Association and the Local Public Service Mutual Aid Association) (current status reports will be required from fiscal year 1).

As of December 6, 12, it is no longer necessary to submit a health insurance card when applying for a revision in the amount of coverage (excluding the National Public Service Mutual Aid Association and the Local Public Service Mutual Aid Association).

The city of Fukuoka will verify the income information of the applicant and their spouse who have moved to Fukuoka City through information sharing.

Confirmation of personal information regarding information sharing

About the current status report

What is a current status report?

This is a notification to confirm the eligibility requirements for child allowance payment.
In principle, submission is no longer required from fiscal year 4, but some people are still required to submit it.
Those who need to submit a current status report for fiscal year 2025 will receive a notification by mail from Fukuoka City on June 2, 2025.
