For those who operate or are considering opening unlicensed childcare facilities

  Based on the Child Welfare Act, any facility that provides childcare for even one infant or toddler is required to "notify" Fukuoka City within one month of the start of operations.
 Furthermore, even if you provide childcare services by visiting the homes of infants and toddlers without obtaining a license, you are required to notify Fukuoka City. Individual babysitters residing in the city and businesses that operate home-visit childcare services within the city must notify the city.

1. Supervision of unlicensed childcare facilities

Based on the Child Welfare Act, the city provides guidance and supervision to unlicensed childcare facilities regarding their establishment and operation.

Every year, we request reports on the operational status of operators of unlicensed childcare facilities, and we also conduct on-site inspections at least once a year.
During the "on-site inspection," we will investigate whether the facility meets the following nine standards, based on the "Standards for Guidance and Supervision of Unlicensed Childcare Facilities" issued by the government. If improvements are needed as a result of the inspection, we will provide written guidance on how to make improvements. (For relatively minor issues, we will provide verbal guidance.)

The mayor issues a "Certificate of Compliance with the Standards for Guidance and Supervision of Unlicensed Childcare Facilities" to facilities that meet all the standards or to facilities that have made improvements and have been confirmed to meet all the standards.
Facilities that have been issued this certificate are referred to as "Standard-compliant childcare facilities"

Required documents for installation

For information regarding the establishment of unlicensed childcare facilities, please consult with the Childcare Support Division of the Children's Future Bureau in advance.

The establishment notification must be submitted within one month of commencing operations, and the required documents vary depending on the operational status. In addition to the documents listed below, supporting documents are also required. Please refer to "(Form No. 1 and Form No. 1-2) Unlicensed Childcare Facility Establishment Notification" for details on the required supporting documents.

Documents to submit when there are changes to the information you have submitted.

If there are any changes to the information listed below, you must notify us within one month of the change. For any other matters, please report them when you submit your periodic report.

  • Name and address of the facility (Name and address of the principal place of business)
  • Name and address of the installer, or name and location
  • Size and structure of buildings and other facilities
  • Name of the facility manager
  • Regarding the facility operator, please specify whether or not they have previously received a business suspension order or a facility closure order (if so, include the details of that order).

Procedures for reissuing certificates due to changes

Please prepare the following three items and submit them to the Childcare Support Division of the Children's Future Bureau by mail or in person.

  • (Form No. 3) Notification of changes to business operations of unlicensed childcare facilities
  • The "Certificate of Compliance with the Standards for Supervision and Guidance of Unlicensed Childcare Facilities" that you currently possess.
  • Self-addressed stamped envelope (for mailing the reissued certificate)

Documents to be submitted when discontinuing or suspending business operations.

For facilities subject to notification requirements, if the facility is closed or suspended, notification must be submitted within one month from the date of closure or suspension.

Documents required in the event of an accident

In the event of an accident, it is necessary to report it to the city. The scope of serious accidents that require reporting is as follows:

  • Fatal accident
  • Unconsciousness accident (a state in which the person is unresponsive to any stimulus)
  • Serious accidents resulting in injuries or illnesses requiring treatment for 30 days or more.
  • Accidents caused by failure to confirm location through roll call, etc.
  • Accidents caused by improper operation or malfunction of safety devices.

3. Subsidies for unlicensed childcare facilities

We provide subsidies for "child health management," "staff health management," and "training for childcare workers" to support the health management of children and staff enrolled in unlicensed childcare facilities, and to promote the healthy development of children.

This program aims to support the acquisition of childcare worker qualifications and kindergarten teacher licenses, and to improve the systems of childcare facilities. It provides subsidies to eligible individuals and facility directors for tuition fees at training institutions or universities.

4. Information regarding the application process for confirmation of the free provision of early childhood education and childcare.

In order for an unlicensed childcare facility to be eligible for free early childhood education and care, it must submit a notification (establishment notification) in accordance with the Child Welfare Act and apply for confirmation from the municipality. Facilities that have received confirmation will be announced on the Fukuoka City website as eligible facilities for free childcare.

5. Third child preferential treatment program (childcare facility usage allowance)

Fukuoka City is implementing a "Third Child Preferential Treatment Program" that reduces the costs associated with raising the third and subsequent children for parents who are raising three or more children under the age of 3.
