About the Children's Future Bureau

In order to focus on supporting the next generation so that children who will lead the future can grow up with dreams and hopes for the future, we established the "Children's Future Bureau" in 2005.

2005

  • Following the enactment of the "Act on Promotion of Measures to Support the Development of the Next Generation," we revised our comprehensive children's plan to position it as a regional action plan based on the said Act, and formulated the "Fukuoka City Comprehensive Children's Plan (Fukuoka City Action Plan for Supporting the Development of the Next Generation)."

2009

  • In light of the worsening problems surrounding the independence of young people, such as NEETs and hikikomori (social recluses), the "Act on the Promotion of Support for the Development of Children and Young People" was enacted to ensure that children and young people are raised in a healthy environment and can lead smooth social lives.

2010

  • We have formulated the "New Fukuoka City Comprehensive Childcare Plan (Fukuoka City Action Plan for Supporting the Development of the Next Generation (Later Phase Plan))."

2012

  • In order to resolve various issues surrounding children and child-rearing and to realize a society in which children can grow up healthily, the "Child and Child-Rearing Support Act" and other "three laws related to children and child-rearing" were enacted.

2013

  • To secure childcare personnel, we have established the "Childcare Worker and Childcare Center Support Center," which provides job placement services for childcare workers and other related personnel.
  • We established "SOS Children's Village" as a Child and Family Support Center (now: Child and Family Support Center) to provide consultation to families regarding children, to offer necessary assistance in response to requests from the ward, and to provide guidance, foster care, and support to family homes commissioned by the Comprehensive Child Consultation Center (Egao-kan).
  • In order to comprehensively promote measures against child poverty, the "Act on the Promotion of Measures Against Child Poverty" was enacted.

2014

  • We have launched the "Child Abuse Prevention Medical Network Project," which involves providing advice, educational training, and network meetings at core hospitals to address consultations from local medical institutions, thereby strengthening cooperation and support among medical institutions and related organizations within the city.

2015

  • We have formulated the "Fourth Fukuoka City Comprehensive Children's Plan."
  • We opened "Haguhagu" as the second child and family support center (now known as the Child and Family Support Center) in the city.

2016

  • We established the Fukuoka City Central Children's Center "Aikuru" to promote the healthy development of children through a place for children to play and engage in activities, childcare support programs, temporary childcare for infants and toddlers, club activities, seasonal events, and various other activities.
  • We have launched the "Children's Food and Safe Space Support Project," which provides subsidies and other support to private organizations (so-called children's cafeterias) that provide meals to children and create safe spaces for them to play and learn.
  • We have launched the "Advanced Vocational Training Promotion Fund Loan Program," which provides loans for school entrance preparation funds, job placement preparation funds, and housing support funds to single parents working towards self-reliance using the Advanced Vocational Training Promotion Grant. (Loans for housing support funds will begin in fiscal year 4.)
  • To provide physical and mental care and childcare support for mothers and babies in the early postpartum period, we have launched postpartum care services and postpartum helper services.

2017

  • To strengthen the consultation and support system from pregnancy onward, we have established "Comprehensive Child-Rearing Support Centers (currently: Child and Family Centers)" in each ward.
  • We opened the Fukuoka City Science Museum as a facility where people of all ages, from children to adults, can enjoy learning about science.
  • To promote employment and prevent staff turnover, we have launched the "Childcare Worker Rent Subsidy Program," which provides rent subsidies to full-time childcare workers employed at childcare centers within the city.
  • To strengthen support and counseling services for people struggling with infertility, we have established a "Specialized Infertility Counseling Center (now: Preconception Care Center)" where infertility counselors and doctors are available to provide consultations on infertility.

2019 (Heisei 31, Reiwa 1)

  • In order to promote employment and prevent staff turnover, we have launched the "Childcare Worker Scholarship Repayment Support Program," which provides financial assistance to full-time childcare workers working at childcare centers in the city who are repaying scholarships, by subsidizing a portion of their repayment amount.
  • To enable early detection of congenital hearing loss and facilitate early intervention, we have launched the "Newborn Hearing Screening Program," which subsidizes the cost of the initial newborn hearing screening for all infants.

2020

  • We have formulated the "5th Fukuoka City Comprehensive Children's Plan."
  • We have opened a "child psychological treatment facility" to provide psychological therapy and life guidance to children who are experiencing psychological challenges due to abuse or other reasons.
  • To provide continuous and comprehensive support to pregnant women and others facing various challenges, from pregnancy through postpartum, we have established the "Prenatal and Postnatal Maternal and Child Support Center (Komomo Tie)."
  • To support single parents in securing child support payments by formalizing their child support agreements and ensuring their continued payment, we have launched the "Single Parent Child Support Securing Support Program," which provides subsidies for the costs associated with arranging child support payments.

2021

  • We have started subsidizing the costs of "maternal health checkups," which include checking the recovery of the mother's physical functions after childbirth, assessing breastfeeding status, and providing mental care for the mother.
  • In order to build a system that allows all expectant mothers, new mothers, children, and families raising children to consult with us and provide necessary support, we have established "Comprehensive Child and Family Support Centers (now: Child and Family Centers)" in each ward, with relevant organizations and specialist staff working together.
  • We have launched the "Preconception Care Promotion Project," which provides subsidies for AMH testing costs at medical institutions and other expenses to encourage women turning 30 to think about their health and future lives.
  • We have opened a "Young Carer Consultation Service" to provide consultation and support to young carers, their families, and support organizations.
  • We opened "Cheerful" as the third child and family support center (currently known as the Child and Family Support Center) in the city.

2022

  • Regarding "short-term childcare," which provides temporary care for children when parents are unable to care for them due to parental fatigue or illness, we have started offering foster care in addition to child welfare facilities.
  • To strengthen support for single-parent families in finding employment and achieving independence, a multi-child allowance has been added to the Advanced Vocational Training Promotion Benefit.
  • The "Basic Law for Children" was enacted as a comprehensive basic law to promote child-related policies comprehensively and vigorously throughout society.
  • To ensure that children's futures are not limited by the environment in which they are born and raised, and that they can develop their individuality and abilities and cultivate self-esteem, we have launched the "Children's Extracurricular Activities Support Program," which provides electronic coupons and subsidizes the costs of extracurricular activities such as cultural and sports classes and cram schools.
  • To support young people and their families who are facing difficulties, we have established the "Youth Comprehensive Counseling Center (Youth Support Hub)."

2023

  • We have launched "Tayotte," a portal site that centrally provides information on consultation services and support available from various organizations for single-parent families and families on the verge of becoming single parents.
  • To alleviate the financial burden on families with multiple children, we have made childcare fees free for the second and subsequent children attending daycare centers (including unlicensed ones) and kindergartens.
  • We have launched a "Parent-Child Relationship Building Support Project" at child welfare facilities to promote the formation of parent-child attachment and the development of positive relationships.
  • The "Developmental Disability Support Center (Yuyu Center)," which provides consistent support from infancy to adulthood for children and adults with developmental disabilities such as autism and learning disabilities, has been relocated to the Maizuru City Hall and its functions have been enhanced.
  • To prevent isolation among families raising children and to promote an environment where parents can raise their children with peace of mind, we have launched "Diapers and Peace of Mind Regular Delivery," a service that provides regular deliveries of diapers and other baby products while monitoring families with children aged 0-2 years old.
  • We have digitized the questionnaires for infant and toddler health checkups by utilizing the maternal and child health handbook app.
  • We have introduced a "refractive testing device" to the 3-year-old health checkup to enable the early detection of refractive errors such as amblyopia.

2024

  • To alleviate the financial burden on families raising children with disabilities, we have reduced the user fees for disability welfare services and other services used by children with disabilities.
  • In order to strengthen the system for comprehensive support for families raising children, the Child-Rearing Support Center and the Comprehensive Child and Family Support Center have been integrated to open the Child and Family Center.
  • To provide consultation, support, and information in more accessible areas, we have established "community childcare consultation centers" in public nurseries, children's cafeterias, and childcare exchange salons.
  • To promote the healthy development of children through group activities, and to alleviate the burden of childcare on parents and prevent feelings of isolation, we have launched the "Any Child Can Attend Daycare" system, which allows children to regularly use daycare facilities regardless of whether their parents are employed or not.
  • To support the employment of parents raising children with disabilities, we have started offering temporary childcare services at our child development support center after the completion of therapeutic sessions.
  • We have opened "SOS Children's Village West" as the fourth child and family support center in the city.
  • We have established a "Child Rearing Support Center" that provides after-school, evening, and holiday support for children who need assistance with their upbringing at home.

2025

  • We have formulated the "6th Fukuoka City Comprehensive Children's Plan."
  • To cope with the increase in the number of new patients, we have opened the "Southern Rehabilitation Center."
  • To meet the diverse needs of children and their guardians, we have established a "Foster Care Support Center" that provides comprehensive and meticulous support from recruiting foster parents to post-placement care.
  • To ensure continuous monitoring of children's health and development, we have started offering 1-month-old and 5-year-old health checkups (on a trial basis), in addition to the existing infant and toddler health checkups (at 4 months, 10 months, 1 year 6 months, and 3 years).
  • We have started holding lectures on preconception care by midwives and other professionals at elementary and junior high schools.
  • We held a private aquarium event called "Dream Night Aquarium" to allow families with children with disabilities to enjoy themselves without worrying about disturbing others. Through this event, we also provided support to the facility to ensure that they can operate with consideration for people with disabilities on a regular basis.

2026

  • To alleviate the burden on families providing nursing and care for children requiring medical care at home, the "Home-Based Respite Care Program for Children Requiring Medical Care," which provides home-based care exceeding the scope of medical insurance coverage and visiting nursing care outside the home that is not covered by medical insurance, has expanded its available hours from 48 hours per year to 104 hours per year.
  • We have opened a "Consultation Service for Care Leavers" within the Youth Support Hub, which provides support for mutual interaction and consultation towards independence for care leaves (young people who have grown up in child welfare institutions, foster families, etc.).
