Special child-rearing allowance

What is the Special Child Rearing Allowance?

This system provides allowances to those who are caring for children with physical or mental disabilities, with the aim of promoting the welfare of such children.

Those who are eligible to receive the Special Child Rearing Allowance

 This benefit is paid to fathers or mothers who reside in Japan and have a child with a mental or physical disability that falls under the category of "Table 3 of the Enforcement Order of the Act on the Provision of Special Child Rearing Allowances, etc." or to those who are raising the child in place of the parents.

Those who are ineligible to receive the Special Child Rearing Allowance

The allowance will not be paid if any of the following conditions apply:

① When the child in question does not reside in Japan.
② When the child in question is eligible to receive a public pension based on their disability (the disability welfare allowance is not a pension).
③ When the child in question is residing in a child welfare facility, etc. (excluding mother-child support facilities, nurseries, and day care facilities).
④ When the income is above the specified amount.

Amount paid (from April 4)

Severely disabled children (Class 1)

1 yen per person per month

Children with moderate disabilities (Level 2)

1 yen per person per month

The allowance will be paid starting from the month following the month in which the application for certification was submitted.

Payments are made three times a year, on the 11th of April, August, and November (however, if the payment date falls on a bank holiday, the payment will be made on the preceding business day). The amount for the month preceding the payment month (for the November payment, this covers August to November) is transferred to the recipient's account at the designated financial institution.

Regarding income limits

If the income of the person applying for the allowance, their spouse, or any dependents living in the same household (parents, grandparents, children, siblings, etc.) for the previous year (or the year before last for those applying between January and June) exceeds the amounts shown in the table below, the allowance will not be paid.

Regarding the submission of income status report

 Every August, Fukuoka City will send an income status report to recipients of the Special Child Rearing Allowance. Recipients should submit this report to the Child Rearing Support Division of their ward office.
This notification is to confirm your income status for the previous year and your eligibility for benefits as of August 8st. Please note that if you do not submit this notification, your benefits from August onwards will be temporarily suspended.
