Internet account transfer acceptance service for the repayment of welfare loans for single mothers, single fathers, and widows

This is a service that enables you to apply for direct debit (new account transfers and changes) for payments of Mother and Child, Father and Child, and Widow Welfare Fund Loan repayments via the Internet from your home computer, smartphone, or tablet device.

It eliminates the need to prepare paper documents or stamp them with a registered seal, and it saves the trouble of mailing documents or bringing them to the counter. It makes it easy to set up a transfer account from the applicable financial institution, so please give it a try.

Those eligible to apply and financial institutions (please check the service hours in advance)

  1. This applies to those who are about to start repaying or are currently repaying a Mother-Child, Father-Child and Widow Welfare Fund Loan.
  2. The Internet direct debit acceptance service is available only to individuals who have a cash card for a regular savings account.
    *Rakuten Bank and PayPay Bank do not require a cash card to apply. Corporate accounts can also be used.

Applications cannot be made through the Internet account transfer acceptance service with financial institutions other than those listed above. If you wish to have your account transferred from a financial institution other than those listed above, or if you wish to apply in writing, please complete the account transfer request form.

Transfer date and start date of account transfer

  • The transfer date is the last day of each month, for example, January 4th in December. If that day is a bank holiday, the transfer date will be the next business day.
  • It will take one to two months to complete the procedure for a new direct debit, and you will be notified by mail once it is complete. 

What to prepare

  • Documents that can verify the name of the financial institution, branch name, account number, etc. to which you wish to transfer funds (bankbook, cash card, etc.)

 *The information required to enter when applying varies depending on the financial institution.

  • After completing the procedure, you can apply for the "Mother, Child, Father, and Widow Welfare Fund"Direct debit notice", so please keep the registration completion email until you receive the notification.
  • The online direct debit service only accepts new or changed direct debits. If you wish to stop direct debits, you will need to submit a separate notification, so please contact the Children and Family Affairs Division of your city hall.
  • There may be times when the service is temporarily unavailable due to system maintenance by financial institutions and related businesses.
