Welfare loans for single mothers, widows and fathers
Purpose of the system
The Mother-Child, Father-Child, and Widow Welfare Fund provides loans, in principle, interest-free, in order to promote the economic independence of single-mother households, single-father households, and widowed households, and to improve the welfare of their dependent children.
Eligible borrowers
Maternal and Child Welfare Fund
- Single mother (a woman without a spouse who is currently supporting a child)
- Children (under 20 years old) supported by their mother in single-parent households
- Orphaned children (under 20 years old)
Father and Son Welfare Fund
- Father of a single-parent family (a man without a spouse who is currently supporting a child)
- Children (under 20 years old) supported by their father in single-father households
Widows' Welfare Fund
- Widow (a woman without a spouse who was once a mother in a single-parent household)
- Children supported by widows (20 years of age or older)
- A woman aged 40 or older who is unmarried and is not a single mother or a widow
*Of the above 1.3 and XNUMX, if you do not currently have dependent children, there are income restrictions.
Loan Requirements
Renter (those who can apply)
In principle, this applies to children without parents, such as mothers in single-parent households, fathers in single-parent households, widows, etc., who meet any of the following criteria.
In addition, if your current income is sufficient to cover your living expenses and you can cover your necessary expenses without needing to use this system, you will not be eligible.

Requirements
- Residing in Fukuoka City.
- In principle, applicants must be under 60 years old.
- In order to receive this loan, you must not have borrowed any other loans under other systems, and you have no plans to borrow any in the future.
- The total amount of monthly repayments for various debts (various loans, borrowings from financial institutions, repayments under various credit agreements, etc.) must be within 1% of the applicant's monthly income.
- Not being in arrears with payments for various loans, taxes, and utility bills.
- There is no history of significant default in repayment of this loan in the past.
- There is no risk of it being used for purposes other than those intended.
- If you have filed for bankruptcy, you must have been discharged.
- If you are undergoing civil rehabilitation proceedings, the proceedings must be completed.
- If you are a foreigner, you must be registered as a resident, have lived in your current location for more than six months, and have the prospect of residing permanently.
- In principle, child support allowance must be paid. Widows must have received child support allowance in the past.
- Have a stable place of residence.
joint guarantor
School fees, school preparation fees, training fees, job preparation fees (for children)
In principle, a guarantor is not required.
However, a guarantor is required in the following cases:
- The mother and child making the application have previously received a loan from this fund (or are a joint guarantor) and the total amount of the unpaid loan and the loan for which they are currently applying exceeds 300 million yen.
- When the total of school preparation funds and tuition funds for one school exceeds 260 million yen.
- When a child without parents applies.
Funds other than school tuition, school preparation funds, training funds, and employment preparation funds (for children)
In principle, one guarantor is required.
* The guarantor will be jointly and severally liable with the borrower and the joint borrower.
All funds
If it is determined that repayment cannot be assured without a guarantor, one guarantor is required.
Example)
- Renter is 61 years of age or older.
- The borrower has previously received a bankruptcy discharge order or a civil rehabilitation plan order.
- The borrower is a guarantor for the loan of a person other than a family member and is in arrears on the loan.
Requirements
- Not be a minor, an adult ward, or a person under curatorship.
- The guarantor must be a relative within the third degree of kinship. However, this does not apply if there is no relative within the third degree of kinship who meets the requirements for a guarantor, and the mayor approves this.
- In principle, applicants must be under 60 years old and in good health.
- In principle, the person must not live in the same household as the applicant.
- To be able to live independently with a stable income and have the financial and creditworthiness to repay debts.
(Business start-up funds, business continuity funds, housing funds, wedding funds)- In principle, you must have an income of 4 million yen or more for the fiscal year in which the application date falls (the previous fiscal year if the application is made between April 1st and May 5st), and you must still be working in that position as of the application date.
(Funds other than business start-up funds, business continuity funds, housing funds, and wedding funds) - Those who are not recipients of welfare benefits are, in principle, being taxed on the municipal or prefectural inhabitant's income tax for the fiscal year in which the application date falls (or the previous fiscal year if the application is made between April 4st and May 1st).
- In principle, you must have an income of 4 million yen or more for the fiscal year in which the application date falls (the previous fiscal year if the application is made between April 1st and May 5st), and you must still be working in that position as of the application date.
- The loan has been fully repaid or there are no plans to repay the loan in the future.
- If you are a joint guarantor for another borrower in this loan, that borrower is not in arrears with redemption payments.
- For those who have filed for personal bankruptcy, etc., they must have filed for bankruptcy under the Bankruptcy Act and been granted a discharge from bankruptcy for three years, or filed for the commencement of rehabilitation proceedings under the Civil Rehabilitation Act and have had the rehabilitation proceedings completed for three years, and be independently supporting themselves with a stable income.
- Not being a party with an interest in the loan of funds.
- Not having been the spouse of the mother (father). However, for funds necessary to promote the child's welfare, the father (mother) of the child may act as a guarantor.
Joint tenant
For school tuition, training, school preparation, and employment preparation funds, the child who will be entering school, attending school (training), or finding employment will be jointly and severally liable with the borrower as a joint borrower (except when a child without parents is the borrower).

Redemption (repayment) method
In principle, repayments are to be made in monthly installments within the repayment period set for each fund. Repayments will be debited from a designated bank account. If the amount due is not paid by the due date, a penalty will be charged at the rate of 3% per annum on the overdue principal and interest amount, calculated based on the number of days from the day after the due date to the day of payment.

The repayments you make will be important funds for those who will need this money next, so please be sure to repay them by the specified deadline.
