Third child preferential treatment program

This program is for families raising three or more children under the age of 18 (until the end of the fiscal year in which they turn 18). For the three years before the third and subsequent children enter elementary school, this program will help alleviate the financial burden on the family and support child-rearing.

Target persons/applicants

Target person

  1. Have an address within Fukuoka City.
  2. Raising three or more children under the age of 18 (until the end of the fiscal year in which they turn 18) (*Note 3)
  3. The third or subsequent child (Note 2) must be in the "three years before entering elementary school".

(Note 1) Raising three or more children means...

  1. Even if an older sibling under the age of 18 is attending a boarding school (for example, a middle or high school) and does not reside in Fukuoka City, they can still be included in the count of children.
  2. Children who are not being raised are not included in this count. (This includes children who are married, employed and financially independent, children residing in facilities that provide 24-hour care such as children's homes, or children placed with foster parents.)

(Note 2) Regarding the third and subsequent children...
This refers to children under the age of 18 that you are raising, who are the third or later child in your family in order of birth, and who reside in Fukuoka City.

Applicant (Parent)

The applicant must be the father or mother (or the caregiver if the child is not being raised by their parents). (However, foster parents are excluded.)

Furthermore, if both parents (and caregivers) have an income, the person who is more responsible for maintaining the household finances will be the applicant.

Children who will be eligible in fiscal year 2026

  • Children under 18
    Children born on or after April 20, 2008
  • Children who are eligible for the payment
    Children born between April 2, 2020 and April 1, 2023

(Note) However, there is an income limit. The total gross income of the applicant and his/her spouse for the previous year (for those applying between January and May, the year before last) must be less than 1 million yen.

(Note) Total income amount refers to the total amount of salary income, business income, real estate income (excluding retirement income and forest income) etc. for municipal tax purposes.
Each income is the amount of income received from January 1 to December 1 of the previous year (or the year before) minus the expenses directly incurred to earn that income.

How to apply (only if application is required)

What you need to apply for

  1. Application forms for each allowance, etc. will be distributed at the application locations listed above.
  2. If an older brother or sister under the age of 18 lives outside the city (e.g. if they attend a private elementary, junior high or high school outside the city and live in a dormitory), their resident card or student certificate, as well as documents from the applicant that can verify their livelihood and child-rearing status (in addition to verifying tax dependent status and health insurance certificate, a written declaration from the applicant may be required).
  3. If the applicant is not the child's parent, documents that can verify their financial situation and upbringing (same as 2. above) are required.
  4. Applicant's bank passbook (copy acceptable)

Items required only for childcare facility use allowance

  • Documents showing the details of the contract with the childcare facility (copies are acceptable)

Items required only for third child allowance

  • For applications submitted between April and May 2026, those who resided outside the city on January 1, 2025, must submit an income certificate for fiscal year 2025 for both the applicant and their spouse, issued by the municipality where they previously resided.
  • For applications submitted between June 2026 and March 2027, those who resided outside the city on January 1, 2026, must submit an income certificate for fiscal year 2026 for themselves and their spouse, issued by the municipality where they previously resided.

*You must submit a status report every year.
